Really great commentary on the issues with officer selection - I appreciate your measured and thoughtful approach to the matter. I agree that Donahue has definitely gotten a bad rap; he executed a lawful set of orders that, while they may or may not have may been badly concieved, that he had no hand in the development or authoring off.
I don’t think either system of promotion objective, but uses objective measures that in general support merit promotions. It is competitive and based on force structure and positions available.
Regarding 1-2 Star promotion it’s no different than a New President permitted to hire who they need to accomplish their tenure. The Service Chief sets some guidelines and a few among a competent pool are selected based on need and select the right person for the right job. It’s a steep curve and not everyone can be selected. No different in the commercial world. Not everyone can rise to executive leadership. There will always be some that don’t make the cut- they are asked to retire.
The Chairman and Service Chief are very political, meaning picked based on what the POTUS and our civilian leaders believe is a priority. The civilian leadership frames what is acceptable. The many G/FO I know well are humble servants yet can only give advice- civil control is a powerful force.
